Hong Kong and Malaysia Strengthen Stablecoin Cooperation: New Opportunities for Cross-Border Digital Payments?

Hong Kong and Malaysia are deepening cooperation in fintech and digital assets. On 6 October 2026, the HKMA announced that it and Bank Negara Malaysia had held a high-level bilateral meeting in Hong Kong on 2 October. They agreed to establish a policy-focused joint working group on compliant cross-border stablecoin use cases. The announcement reflects Asian financial markets' interest in stablecoins and opens further discussion of cross-border digital payments.

What are the priorities of the cooperation?

The HKMA announcement covers more than stablecoins. Both sides plan stronger policy and regulatory exchanges on tokenisation and digital currencies, greater use of local currencies in bilateral trade and investment, and closer links between their real-time gross settlement (RTGS) systems. They also explored securities depository and settlement connections and deeper cooperation on cybersecurity and fraud prevention.

Digital-asset markets are particularly interested in compliant cross-border stablecoin use. Regulators are examining at policy level whether stablecoins can support international fund flows while meeting financial regulation, payment security and risk-control requirements.

Why do stablecoins attract cross-border payment interest?

Traditional international payments involve multiple banks, currencies and settlement networks. Businesses and individuals consider processing time, conversion costs and transparency. Stablecoins generally aim to maintain a value linked to a particular fiat currency and, combined with blockchain, have attracted attention for digital settlement.

USD-linked stablecoins such as USDT and USDC are already common digital assets. They offer another technical route for cross-border value transfer, but practical use depends on issuer and provider qualifications, local rules, funding arrangements, liquidity and counterparty risks. Stablecoins are not bank deposits, and a dollar peg does not make them risk-free.

What could this mean for Hong Kong Crypto OTC and exchange shops?

Hong Kong is an international financial and trade hub. As stablecoins, digital payments and tokenisation enter policy discussions, interest in exchanging digital assets and fiat may continue growing. Such demand has links with Crypto OTC, cryptocurrency exchange shops and digital-asset funding and cash-out services.

Cross-border stablecoin payments and physical Crypto OTC remain different services. The former involves payment networks, issuance and cross-border regulation; the latter primarily concerns trading and conversion between assets and fiat. Participants should understand relevant terms, fees, identity checks and risks according to their objectives rather than conflate the services.

Regulation and transaction security remain essential

The announcement sets a bilateral cooperation direction and policy work programme. It does not mean a comprehensive Hong Kong–Malaysia stablecoin payment system is operating, nor that USDT or any other specific stablecoin has joint regulatory approval for these uses. Frameworks, technical arrangements and projects still need clarification.

People considering Hong Kong USDT trades or other crypto exchanges should assess lawful operation, quote transparency, records and anti-fraud measures, and understand price, liquidity and transfer risks.

Another step for Hong Kong cross-border digital payments

The cooperation shows stablecoins moving from market discussion towards specific policy research and cross-border coordination. Whether this reduces payment friction and expands practical digital-asset use will depend on regulatory cooperation, infrastructure connectivity and market adoption.
